Details: | March 13: The operator emailed our office with concerns about a leak in the reservoir tank and inquired whether public notices were necessary. March 14: NCPHD attempted to contact the operator by phone but was unable to connect. A follow-up email was sent requesting additional details. March 19: I spoke with the operator, who provided photos of the leak and confirmed that the affected reservoir is not the contact chamber for the system’s required 4-log disinfection. Instead, a separate reservoir below serves as the contact chamber before water is pumped into the leaking reservoir. The operator explained that divers patched a previous leak in late 2023, which significantly slowed the flow. However, over the past year, the leak has gradually worsened to a slow but steady flow. Because isolating the reservoir would impact distribution, the operator has reduced the volume of water in the tank to lower pressure and minimize leakage. I strongly recommended that he consult with Civil Engineers to assess the situation. He agreed and plans to discuss it with the City for further action. As a precaution, the operator will take a special sample and share the results once available. |
