| Details: | On the afternoon of June 16th, Silverton's operator let me know that after they installed a new PLC/SCADA computer their ability to save turbidity readings at both plants was down for their regulatory 4-hour turbidity readings. Their turbidity alarm and call-out system are set to 0.2 NTU for 10 minutes for high turbidity and high-high setpoint is set to 0.22 NTU for 5 minutes. No alarm call outs to the operator occurred during these periods when their turbidimeter was not saving readings. Operator confirmed that their alarms were working properly during this time. Operator also confirmed that the chlorine residual readings at the entry point were working properly and were within their normal ranges. Rules 0030(3)(a) and (b) say that they cannot exceed 5 NTU and has to be less than 0.3 NTU in at least 95% of the monthly measurements. DWS is confirming with DMCE if this will be a monitoring and reporting violation and if a Tier 2 notice will be needed. |
