Details: | Problem: It was recently discovered that an effluent flow meter from the clearwell was only put on two of the three pipes leaving the WTP. There is no flow meter on the water pumped out of the WTP. It was a mistake that can be remedied later this year or early 2026 when they finish the new clearwell project. Action: Therefore, for now, Scappoose will calculate the CTs using the theoretical maximum the pumps can push water during the daily peak hour flow. (Adding this theoretical maximum based on pump-curves to the two existing flowmeters' data will be a conservative estimate of the peak daily hourly flowrate.) Scappoose will also go back to re-calculate the old CTs back to April 2025 to make sure no CT violations occurred in the past (before they discovered the flowmeter was missing on one of the pipes). Background: Scappoose has excess CT, generally speaking, even during this interim construction phase. So they shouldn't have any trouble meeting CTs. SW Monitoring forms |
