| Details: | I spoke with Terri regarding a compliance agreement proposed by DWS, necessary to address a violation for exceeding the turbidity MCL and then followed by several months of non-reporting. The water system is currently without a certified operator and as a result, surface water treatment reports were not submitted by the on-site operator. I explained to Terri that the board should review the proposed agreement and that she could either sign it or we can discuss changes and she said it would be considered by the board and she would respond to me within three weeks. We also discussed whether submitting the overdue treatment reports would resolve the situation and I said it might because I believe DWS holds the position that it's better to have reports show that surface water treatment is working properly even if the reports aren't signed by a certified operator. | ||
