| Details: | Matt Johnson called to report that the main PLC that controls the SCADA system crashed yesterday (10/13/25) at about 1 pm. Since all the operating parameters were frozen and displaying the most recent data set and not refreshed with new data, the issue was not immediately apparent, and they did not detect the issue until this morning (10/14/25). They have fail-safes in place that shut the system down when that occurred, so there was no risk to water quality. System demands were met with available storage as the treatment system and sources were off-line. They called in their outside programming vender to diagnose the issue and have ordered new components that will alert operators should it happen again. I asked them to keep in mind the possibility of a cybersecurity event. They did discuss this possibility with their vendor but did not think this event was caused by a cybersecurity breach. Matt said that the PLC is not connected to the internet to isolate it from such risks, however, the programming was lost in the PLC so there was no way to determine the cause of the malfunction. | ||
