Details: | Mark reports that at some point last night the chlorine dropped to below the minimum, and although the low-chlorine alarm went off, the person on call did not address the matter. Today's operator noticed the problem mid-morning and shut off the whole plant. The plant was in normal operating conditions up till then. Mark had not yet studied the chart recorder to determine the longest period that the residual was below the minimum at the monitoring location (post contact chamber) before the plant was shut off. So we don't yet know if there was a treatment technique violation. After detecting the problem today, they examined the chlorination treatment. They switched out a piece of equipment and the chlorine immediately rose to normal levels at the intake building. (Getting to the chlorination equipment was delayed because the Chetco River is flooded from the recent rains, and they had to locate a boat to get to the infiltration gallery building on the floodplain.) Mark and I discussed the possibility that if they could run water through the pipe from the intake while it is "offline" (say, send that water to waste and not to distribution), they could troubleshoot the chlorine treatment without any regulatory consequence. |
