Details: On January 6, 2026, I received an alert for 10 excursions which occurred in November 2025. During the last six-month period (July 1 – Dec 31, 2025), Amity did not meet the required pH of 7.5 on 10 days between November 4th and November 28th, 2025. During this time the pH at the entry point to the distribution system fluctuated between a low of 7.1 to a high of 9.1, with 10 of those days below 7.5. Treatment was restored on November 28th to meet the required minimum pH of 7.5. An alert was also received on December 15th for 2 excursions in October 2025 in which pH dropped to 7.0 on 10-27-25 and not measured again due to the plant being off until 10-29-25 with pH of 7.5. I spoke to Darrel Lockard (treatment DRC) on the phone regarding the alerts and next steps and followed up with an email to Nathan Frarck the next morning (1/7/26) summarizing the excursions and next steps that must be taken. A letter was emailed to Nathan Friday morning (1/9/26) formalizing the requirement to issue public notice within 30 days, take additional water quality parameters at the entry point and in the distribution system (2 sets of pH and alkalinity samples taken at the entry point (EP-A) and at 2 distribution sites taken 14 days apart), and begin 6-month rounds of lead and copper tap sampling at the increased number of 20 sample locations. I sent 1) the Tier 2 LCR treatment technique violation public notice template for copper (Final Approval was issued in 2018 for soda ash treatment due to copper action level (AL) exceedances only - no lead AL exceedances) to be distributed to all customers, 2) consumer notification templates and certification form for distribution to customers at the tap sampling locations, 3) a table of 20 sample locations the city had used when they were last on 6-month monitoring at 20 sites in 2018 and 4) a data table the city could use to track progress on completing the follow-up pH, alkalinity and lead and copper tap sample sampling.
