Details: On 05.08.2019 Mr. Hopkins contacted me asking about the requirements to reactivate the Butler Bar CG water system. The County is considering taking it over from the Forest Service (FS).

Mr. Hopkins stated that this water system was inactivated after the operator at the time ( Mr. Wade Christy) left for another job. The new FS Ranger decided that it was not worth keeping it active because they were not charging for camp usage and could not cover the expenses for servicing it. He removed the handle off the well and it has not been in use since 2005.

On 05.14.2019 Mr. Hopkins informs me that the USFS Butler Bar campground is a primitive campground with only 7 spaces. He estimated that only an average of 4 spaces would be used on a daily basis during the summer months (May through September). The camp would remain open the rest of the year, but with very few people visiting the camp. Assuming 2 people per space x 4 spaces, the system would serve water to less than 10 people/day during the months of May through September (60 days).

Given the estimates of the average daily population served by this system, I informed Mr. Hopkins that this system would not be considered as a public water system. However, if more sites are added or the daily usage of the camp improves, we would then reassess the average number of people who would have access to the water, in order to determine if the system can be reactivated as a PWS or not. If at that time reactivation is needed, the new operator would have to collect a nitrate sample and coliform sample before reopening. The sampling schedule would then depend on what classification they are. Mr. Hopkins was advised to collect one nitrate sample and quarterly coliform samples even whether or not the systems meet the “public” threshold.
