Details: | Coquille was assigned a treatment technique violation because > 5% of their finished water turbidity readings were > 0.3 NTU (or 0.349 to get to the rounding to significant figures). In April, it was more like 65% of their readings were over 0.3 NTU. I contacted Public Works director Kevin Urban and informed him about the violation and the Tier 2 public notice required. He said that in May they already switched to their other SW source, the Coquille River, so their turbidities should now be lower. The flooding and storms this spring stirred up very fine sediments in the Rink Creek Reservoir which has been hard for their filters to clear, despite experiments with different coagulants, etc. Kevin says their system master plan will be completed this summer, and they hope to pursue suggested directions after that. They learned they are eligible for Community Development Block Grants. I sent Kevin and Ray Doan, the DRC, the public notice template. I also sent Ray a reference sheet for the IFE performance "triggers," because it looks like Coquille hit trigger #4 in April, though he had answered No to that question on the monthly report. There is no real consequence to hitting this trigger in this case because Coquille has been investigating the situation for some time and the reference sheet shows that this particular trigger requires no action for a system their size (<10,000 population). |
