| Details: | On January 23, 2025, I was alerted by DWS-DMCE that Rock Creek Water District did not meet disinfection requirements on multiple days in December (a Tier 2 violation requiring public notice within 30 days). Following the water system survey on December 19, 2024, it was discovered that they had still been using 226 minutes of contact time and not 91 minutes of contact time needed for disinfection that was determined from the most recent tracer study conducted May 18, 2022, by Civil West. At the time of the survey, I explained to Mel Wheeler that they needed to start using 91 minutes, but that they may need to increase their chlorine residual to make up for the shorter contact time. Public notice templates were emailed on 1-23-25 to Mel Wheeler along with a recommendation to keep the free chlorine residual at least 0.8 mg/l and to check CT every day. I requested a copy of the public notices on 1-23-25 from Mel but did not get a reply. See contact report dated 1-23-25 for more information. In January 2025, they failed to meet the required CT when the chlorine residual dropped to 0.5 mg/l on January 6, 2025 (all other days in January met disinfection requirements). I sent an email to Mel with copies of the public notices on 2-19-25 for the new SWTR violation for that January 6th day they did not meet disinfection requirements. The February surface water treatment reporting form received March 9, 2025, showed they were back in compliance with disinfection requirements by meeting the required CT on all days. On 4-10-25 I requested the December 2024 and January 2025 violations be returned to compliance. I also sent an email to Mel requesting copies of the public notices sent to customers. On 12-16-25 I learned that Mel Wheeler passed away on December 2, 2025, so I sent updated contact information to Dan Vaage with Civil West on December 18, 2025, and a list of items Rock Creek needed assistance with to Emelia Watts (Civil West). | ||
