Details:	Christian informed me that the property owner next to Western Hills had not been allowing the system operator access to maintain the line which runs through the property to serve the customers on Deal Rd. This property owner has also allegedly been running heavy machinery in the area of the easement and most recently parked a travel trailer over the valve, preventing the system operator from assessing the status of the ongoing leak. For more info see previous contact report from 6/7/2019. Spoke with James Nusrala to discuss options. This will need to be resolved by the water system and may include legal action to compel the property owner to observe the provisions of the easement.
