Details: | I heard from Jacobs Engineering last Friday, 7/12/19, that there had been a low to no pressure event earlier in the week, on Tuesday July 9th. (Brookings contracts with Jacobs for their water system treatment but not distribution.) The City resolved the pressure problem within 1.25 hrs of receiving the first complaint calls that day. There was apparently some confusion about who was responsible for notifying the state, so no one did between Tuesday and Friday. Yvonne Massa of Jacobs says they will develop an SOP about such responsibilities with the City. The issue may be further blurred in the future because it sounds like Jacobs may add the distribution pump stations to their responsibilities. Meanwhile, I was unsure whether a complete lack of pressure had occurred anywhere during this incident. After talking today to distribution DRC Tim Rettke (City staff), it sounds like the City responded to the resident calls by researching and addressing the issue (a pump had tripped out that fills the highest reservoir called Tidewater) but did not check pressure in the various lines. City Hall staff said that different callers had reported either low pressure or no water, but at this point no one knows for sure whether zero pressure occurred. Tim estimates approx. 20 connections may have been affected. To follow up, I sent an email on 7/17 to both Tim Rettke of the City and to Jacobs staff, reviewing the criteria for a boil advisory (zero positive pressure or their judgement if in doubt about possible contamination) and the criteria to lift such an advisory (flush, restore chlorine residual, receive absent test results for coliform).
