Details: | The BLM Rand facility is only available to seasonal staff at present (including dormitory space). Users do not average at least 10 per day for more than 60 days per year, so it does not meet the public water system definition at this time. However, the BLM internal policy is to treat these water systems as public. Tsering, a regional engineer for BLM in Portland, contacted me to verify what the monitoring requirements would be if Rand was regulated as a public system. The answer includes: coliform (monthly for seasonal systems), annual nitrate, and the parameters for daily surface water treatment. I showed her online the monthly SWTR for membrane filters, informed her that they would only need to meet the 0.5-log standard for disinfection with that unit. I found in records that their "contact loop" (pipe) was estimated to provide 31 mins of contact time at 5 gpm, and 62 mins at 2.5 gpm. Tsering will check with local staff and/or the previous consultant Dave Funderburk to find out about the flow. The turbidity would need to be measured a minimum of once per day when running. I also scanned and sent her the 10/12/11 final plan review approval letter for treatment upgrades (including the Seccua membrane and CT loop pipe) along with some sketches submitted by Dave Funderburk at that time. |
