Details: | Pat, thanks for talking through the process for responding to the total coliform (TC) detections at Applegate. At this time, Applegate Golf is willing to install treatment. However, it may behoove Applegate Golf to obtain more information before committing to treatment to assure any applied treatment is cost-effective. Since two or more samples were TC positive (TC+) in June, a level 1 investigation was required. If that has not occurred, I have attached that form for Applegate Golf to complete and submit to Justin Fimbres at Josephine County. Since July samples were also TC+, a level 2 investigation is now required. I have attached that form which Josephine County must complete (questions may be relayed to Applegate Golf by phone). If the level 2 investigation does not find a clear temporary source of TC+ contamination, then Applegate Golf will need to sample once per month in distribution for TC (instead of the past quarterly sampling) starting in August 2019. At this time no treatment is required because the system has operated a number of years without treatment and was free of TC. Applegate Golf may volunteer to install treatment should it wish, and Plan Review (https://www.oregon.gov/oha/PH/HEALTHYENVIRONMENTS/DRINKINGWATER/PLANREVIEW/Pages/index.aspx) is required if that option is chosen. If monthly sampling detects “frequent” TC+, then treatment will be required. Such treatment would have to provide residual maintenance (e.g. chlorine in distribution). A UV device on its own does not provide residual maintenance, though one can be used in conjunction with residual maintenance. Investigative options were also provided. |
