Details: | Columbia County has identified 7 deficiencies that the water system needs to correct: 1. No ordinance enabling authority 2. Backflow testing not current 3. No plan for sampling coliform 4. CCR not submitted 5. No O&M manual 6. No ERP 7. No certified operator at the required level Dan Vaage met with the owner on site and preformed a cursory inspection of the system. The system appears to be in operable condition, but there is no certified operator, and several key required documents have not been submitted or approved. It is recommended that the water system either: • Hire a certified water system operator and complete/submit the required documentation to the appropriate authority. • Look into connecting the MHP to the City of Scappoose for water. The circuit rider has looked into this with the City, and it appears that Hogg Heaven is just outside of City Limits. It may be worth making an appeal to Scappoose City Council to extend the water main on Columbia Ave. to serve Hogg Heaven. The circuit rider can assist Hogg Heaven in completion of the required documents under a new assistance request, however, the water system should consider the option of connecting to City water, as running a community water system may require more effort/time/cost than the owner may realize. |
