Details: | Jesse sent me their corrective action plan to address the final deficiency of "no adequate means to determine disinfection contact time under peak flow and minimum storage conditions." As a privately-owned TNC system, they are not eligible for circuit rider assistance for a tracer study. Because they were already considering adding quite a bit more storage, I had told in the survey report that if estimates showed they could provide many times more contact time than they needed to meet the disinfection requirement, DWS could waive the tracer study requirement for a TNC system. They first considered switching from surface water to groundwater using a couple drilled wells on site. But tests showed those wells contained some arsenic (0.014 and 0.026, respectively). Today I phoned both Jon Woody and Jesse Reigart to explain that as a TNC system, arsenic treatment would not be required by our rules (though we would strongly encourage quarterly monitoring and precautions for exposure for children). But the corrective action plan submitted is to add 5000 gal more storage (to their existing 3500 gal tank) to increase the contact minutes and stay on their surface water source/ treatment. Allowing time for plan review and construction conditions during the wet time of year, their propose completion by April 2020. |
