| Details: | DWS final determination at this point is that River Hills Estate (PWS 05594) would not be classified as a purchasing water system. This determination is based on the following aspects: the old wells (A, B, C & D) are no longer in used. These wells were physically disconnected. No cross connection exists between the old system and the City water system. There is one water meter that the City reads and customers pay rent to River Hills Estate. Their space rent includes water & sewer (and trash for newer residents). All users are residential. There is no commercial business hooked up to the water provided by the City. River Hills estates is divided in several tax lots. DWS will bring about a written rule interpretation that clarifies the determination of a purchasing water system by regulators and possibly even clearer language in the OAR when those rules are updated in the future. I informed the operator that going forward they are no longer required to report coliform and chemical samples to the DWS. They are no longer subject to the any sampling schedule or additional requirements for PWS. A request to inactivate this water system was sent on 11.22.19. The status of their system will be updated to inactive in the next couple weeks. |
