Details: | On 12.02.2019 I emailed Mr. Sevey to inform him that I had not received any information regarding his action plan to complete the corrective actions required for Rolling Acres PWS. I also reminded Mr. Sevey to report their minimum chlorine residuals for the month of November, 2019. On 11.25.2019 I spoke with Mr. Sevey over the phone. I reiterated the need for an action plan and our disposition to help in whatever way we can. Mr. Sevey couldn't provide a specific date to complete all corrective actions (get the new source up and running with plan review approval). He stated that they are running out of money and they need to prioritize their spending. I advised Mr. Sevey to contact Mr. Macpherson to discuss the plan review process and their idea to install a UV reactor to treat the source water. Mr. Sevey stated that they can’t use chlorine because they have some patrons that are sensitive to chlorine. I informed Mr. Sevey that currently, there is no treatment requirement for the new well. The water system is considering purchasing one of the State certified UV reactors. On 11.13.2019: I emailed Mr. Sevey a task schedule form he can use as a template to create his corrective action plan. I reminded Mr. Sevey that the plan is due on Nov. 26. I also informed Mr. Sevey that I spoke with Mr. Macpherson from the DWS office regarding the time it would take to complete the plan review process. The average time (which depends on the submission completeness) is approximately 40 days. I advised Mr. Sevey to initiate the process as soon as possible. I also reminded Mr. Sevey that the State's instruction was that with a confirmed EC+ in their source, Rolling Acres would not have to go on a Boil Notice as long as they can keep applying GWR 4-log treatment for the interim (until the new source is approved and in service). That means showing that the system is meeting the minimum chlorine residual each day. Rolling Acres has not turned in a single monthly treatment r |
