Assistance Type: OTHER REGULATORY - Beginning to reactivate the water system
Reasons: Operations

Details: Tony,
My apologies for the cancellation in our meeting earlier today. I felt it might be best with the weather as it is to start getting materials to you electronically.
As I understand now, Randy Dyche who purchased the water system from Eugene Tsubota has an agreement with the you who is one of the owners of the new TA Express truck stop. Mr. Dyche will allow the TA Express use of the well as long as they do sampling and maintain the water system. Michelle Byrd from the state told Mr. Dyche, someone our office would contact him early this year to discuss reactivating the water system and provide information on the drinking water requirements. The planned opening of the truck stop is March 2020.
In terms of reactivating the water system for the new Express Stop, we need updated information on the water system,
Is the name of the water system going to remain Biggs Junction Travel Plaza? Please discuss with the owner of the well and what they intend to call their water system.
Next would be determining the population of the users for the water system. Population is all the employees working at the truck stop, plus the average daily amount of potential consumers (people with access to water for consumption) over the operating season. The operating season is the total number of days where the facility is open to the public, regardless of individual days where the population does not meet the definition of a PWS. This information may be able to be estimated from normal use of the other truck stops in the area.
Third, we will need to verify that the well that is going to be used is the well that we have on file, also what changes may have been made to the system since it had been disconnected. Examples may be the installation of pressure tanks, reservoirs, or filters.
Once we have sorted some of these questions out, we can then determine the monitoring schedule that will be instituted for your water system going forward. Please feel free to rea
