Details: | SUMMARY: OERS Incident # 2006-0550 DETAILS: On 02/14/06, while on phone duty, I received a phone call from Richard Culley at OERS. Richard reported that the US Army COE had an equipment failure in the powerhouse and approximately 12 gallons of lubricating oil spilled into Dexter Lake. The incident took place at about 8:05 on 2/14/05. I then called 541-937-2131 and spoke to Rudy Kovarik who called in the incident report. Rudy said the spill area is contained with absorbent booms and that PWS # 41-95128, COE-Lookout PT-Powerhouse/Dexter currently uses a deep well as their permanent source (Dexter Lake is emergency only) so there is no threat to drinking water. I called 541-521-6708 and spoke to Willy Hartwig, City of Lowell. Willy said Eugene Fire and rescue notified him of the spill this afternoon. Willy was at the spill site when I called and said a light visible sheen is present about 20 feet from the intake structure. Willy shut down the WTP at about 1:30 pm today and does not think any of the oil entered the plant. I requested that he closely monitor the situation and to call us back if he believes the plant is affected. Willy can rely on bout 2 days of storage before the plant needs to go back on-line.
