Details: SUMMARY: Fireflows Backflow into Potable Water Supply DETAILS: Loren Anderson left vm requesting I call Dick in regards to a backflow issue.
A High School in North Corvallis had an untest-able, single-check, unapproved backflow device on their fire-flow distribution. On March 30th there was a complaint that the Snooper Meter - which should read zero (0) if the backflow device was working properly - was broken. Operators arrived and observed the water flows. There appeared to be no flow. So they left. The site happens to be near the end of the potable distribution, so routine coliform testing occurred there April 3rd. No coliforms, Chlorine resid. = 0.5, NTU <0.2.

April 4th, however, they checked the meter again, and it was measuring flows of 1CF/hr from the fire supply to the potable water supply. A total volume of water through the meter itself read 3000CF. This indicates that more than 21,000 gallons of water surpassed this backflow device.

Dick subsequently shut down fireflow supply to the school immediately, and required the High School to:
1. Install a new approved, double-check, testable backflow device, and
2. Find & isolate the source putting fireflows into the potable water supply.
An estimate for a new backflow device has already been acquired.

No indication of antifreeze was found. No bad odor, color or taste was observed.

Also, as a dead end point, this is a site of large volume system flushing, two times per day. ACTION NEEDED: Await tomorrows test results, and potentially issue a Tier 2 notice. However, since no bad results have been found, no PN will likely be issued. If High School doesnt resolve in an expedient manner, as described above, Corvallis should cut drinking water supply.
