Details: | SUMMARY: Received request from CWS for assistance with controls and automation problems DETAILS: Langlois Water District owns and operates a community water system composed of distribution system, river pump station, mixed media filtration plant, and a 100,000 gallon storage tank. The District meets current customer needs however, there is a moratorium on adding any additional customers because of filter capacity. Recently, CWS contacted the Circuit Rider to request help in developing a strategy for automating plant operations in order to improve reliability, increase production, and to provide advance notification of water production problems. Actions Performed: I visited the plant and pump station sites and spoke to the operator about the process control problems. We opened every panel and inspected the state of the system. I looked at the original drawings and was warned that no as-builts were made and that there have been numerous undocumented changes to the plants. The plant was designed before process automation and computer controls and is simply controlled using a drum sequencer and relays. We talked about hot button issues and tried to prioritize solutions. Since no telecommunications are available at either site. I reviewed both for the possibility of radio and cell communications. ACTION NEEDED: I provided a report to the CWS which identified nine improvements which could be made to the system that would either improve reliability, increase production, or provide advanced notification of water production problems. The report included budgetary estimates. Answer questions generated by the report. |
