Details: | SUMMARY: Compliance with Enforcement Order Regarding Lead/Copper Rule. DETAILS: I contacted Anthony Morales, Operator, last week to find out if the second 6-month round of lead/copper samples had been collected as required by the 6/15/2006 Formal Enforcement Order Extension. The samples were collected 9/18/2006 and Analytical Laboratory faxed them to me. The results of the 10 samples show acceptable levels of both lead and copper. pH values are approximately 7.5. The water system has complied with plan review requirements and with sampling requirements to fulfill the Enforcement Order and Return To Compliance. Next steps include setting the minimum operating parameters for orthophosphate and pH adjustment. Anthony does not have a phosphate test kit on hand (as instructed in November 2005 by John Potts). I instructed Anthony to purchase a phosphate test kit within a month (recommended calling their AquaMag distributor to locate the appropriate test kit), record current values at the entry point, and call me with the phosphate residual values. At that point, I will give Anthony another 3 months to record phosphate and pH bi-weekly. After the 3 months, I will review the records and set the minimum pH and phosphate operating values. ACTION NEEDED: Complete SNC Resolution Form and have DMCA staff RTC enforcement order. Set lead/copper sampling schedule to annual in sdwis. Await notification from Anthony that hes obtained a phosphate test kit and has collected base-line phosphate records. Continue to follow-up with Anthony and set minimum pH and phosphate operating parameters and update sdwis with that information. |
