Details: Eric submitted an OEL report in response to the OEL exceedance.
The report concludes:

There has been an increased level of tannic acid and TOC in the source water during the testing period. This reduced the pH levels and required additional chlorine, at the treatment plant and at the booster stations, to maintain a safe disinfectant level.

Solution proposed:
Flushing rates at the end of the distribution system will be increased to reduce water age during times of high TOC/low pH of the source water.
