Details: SUMMARY: Respond to Sanitary Survey DETAILS: Dan and I discussed his response letter to DWP in reference to the Sanitary Survey of June 06. I indicated that all CCR assistance is to be handled at the county levels as of the 1.22.06. In his letter he mentioned his intention to replace overflow screening and install effluent metering. The latter effluent metering is critical to the success of the Tracer Study. We decided to go to the plant site to evaluate a potential method of estimating contact time without and effluent meter. After some investigation we determined Dan needed to plumb in a sample site to test for the elevated chlorine residual THE BOOST prior to the storage tank. The treated water pumps provide pressure to the service base of 20 or so customer residences. The output of the lead pump is 28gpm with the second pump in a redundant stand by mode only required to operate in the event of a primary pump failure and a pressure drop in the pressure tanks below the set point. Dan claims we would be unable to under normal conditions simulate a run condition with a call for both pumps, due to line size and carry capacity. The system had a significant main break recently and when he responded he found a single pump running. Without an effluent meter it would be necessary to draft from several residences into five gallon buckets and time out the gpm’s to match pump out put to approximate plant flow to accomplish the flow component of the Tracer Study. As the variables began to accumlate my confidence that I could control the study and produce an accurate result came into question.The stored water tanks work off a float system that allows for a very shallow drawdown of the water level before requiring the raw water pump to cycle. We agreeded to reschedule the Tracer Study. ACTION NEEDED: Schedule Contact Tracer Study when Effluent meter is in place and working.
