Details:	SUMMARY: SRF loan application #03303270 - meeting and site visit DETAILS: Meeting with PWS, OECDD, USDA Rural Utilities, Umatilla County, WRD and DHS DWP, to discuss loan options for the North Hill WC system improvements outlined in SRF application #03303270. Discussed minimum funding agency requirements and options for necessary improvements to the PWS. Projected rates for PWS with traditional SRF loan are higher than expected, and likely more than the users and PWS will pay. Plan to seek a CDBG monies. PWS must complete a user survey (either themselves or via a consultant) to assess low to moderate income % (LMI), as well as info on whether PWS can be considered for disadvantaged status. County would have represent PWS in application for monies. Group discussed need to address a public health or compliance issue with any funding provided. ACTION NEEDED: PWS will continue to work closely with OECDD and DHS DWP on the details. DWP goal is to get PWS reasonable funding for necessary system improvements.
