| Details: | SUMMARY: Discussed environmental review requirements, SDWRLF application #S03003, Scappoose Dutch Canyon DETAILS: I called Brian and reviewed the environmental review requirements for the City of Scappoose in conjunction with the waterline extension to those 9 residential parcels in the Dutch Canyon area (PWS #4105415) currently using unfiltered surface water (SDWRLF application #S03003). Specifically, we discussed the Environmental Review Process Handbook, Categorical Exclusion (CatEx) eligibility criteria, template for CatEx request, Notice of Exclusion reqs, timelines and expectations. Also, we discussed that the 5/20/2002 capacity assessment conducted by Kurt Putnam will be used to establish the technical and managerial capacity status for OECDD and the loan process. ACTION NEEDED: City of request a CatEx using Handbook template. DWP will respond. If granted, City must publish a Notice of Exclusion and provide a copy or affidavit of publication to compete reqs. Once Notice is recd, the env review process is completed and the project may proceed. | ||
