Details: | SUMMARY: CT tracer study follow-up DETAILS: HBH Consulting Engineers, Inc., representing the ODHS-DWP circuit rider program, completed a CT tracer study on the high-level portion of the Clarks Branch WA system. The office received a call from the operator of the Clarks Branch WA regarding the CT tracer study report recently completed (February 2007). The study had been performed by a subcontractor for HBH and the report processed by the office. I reviewed the report in preparation for a discussion with Mr. Kenny. The issue with the report is actually with a board member who is aware that historically the plant has considered 200-plus minutes as their contact time established back in the early 1970s when the plan was constructed. The results of the tracer indicate 36 minutes. A bitter pill to swallow at best for a board faced with expansion of the distribution system. The likely cause of the initial theoretical is a result of no consideration given to the baffling factors now a significant part of volume calculations. A phone call or a note explaining the reasoning of the recent study will be generated by the office ASAP. ACTION NEEDED: Continue to be available for technical assistance when requested. |
