| Details: | SUMMARY: Provide information on operational alternatives DETAILS: The Row River Valley Water Association group is currently being served by the Cottage Grove water treatment system. A shifting of the current point of water diversion and abandonment of an old existing treatment plant by the City of Cottage Grove will terminate the services to 100-plus customers near Dorena Lake. The situation has presented some opportunities for the customers in that service area to organize as their own water association. The association will take over a surface water right and treatment facility currently operated by the City of Cottage Grove. The association would like to minimize operational cost by the use of paid volunteer staff. The customers of the system would share responsibilities with the oversight of a contract operator, serving as direct responsible charge. The process requires the association to have standard operating procedures in place for the volunteer staff. A schedule of duties including meter reading was drafted for consideration by the association. Direct responsible charge and billing services were also proposed by contractors contacted on behalf of the association. ACTION NEEDED: Continue communication with the association. | ||
