Details: | SUMMARY: Plant Clarification Process Upset DETAILS: Tim called early 10/22/07 to report the problems experienced by the WTP throughout the weekend. Late Friday night 10/19, the Accelator (clari-flocculator) experienced problems due to turbidity, pH and alkalinity changes in the raw water (possibly caused by dam releases, weather, and recent work on the Albany-Lebanon Santiam Canal). Tim made some changes in the pH adjustment and coagulation processes to try and account for the change in clarified water turbidity. The pH adjustment and other operational problems resulted in an increased pH into the 9s which caused the coagulant to stop working properly and higher than normal turbidity water was then put onto the filters. The plant was shut down for part of time during this problem and the system ran off storage for as long as possible. Once the system could no longer rely on storage, they started filtering back into the system at a flow rate as low as 200 gpm. Positive pressure was maintained during this time period. Turbidity spikes as high as 0.69 NTU were recorded in finished water during this time period. However, the system did not exceed 1 NTU in finished water and they did not exceed 0.3 NTU in greater than 5% of their measurements for the month and are therefore in compliance with the SWTR. ACTION NEEDED: No violations, therefore no public notice needed. Continue to provide assistance as necessary. |
