Observations:

1. Well was out of operation for over 1 year
2. No well report. But we know well depth is about 100 ft
3. Raw water TC samples have never yielded a confirmed positive sample
4. Raw well water has iron and H2S, indicating water is oxygen deficient
5. Nearby well indicates geology of bedrock overlain by alluvial (sand and gravel) material
6. The well is located within 100 feet of Willamette.

Therefore :
1. Given the time elapsed since the well was in use for a public supply, we must treat it as if it is a "new" well being added to the system.

Drill new well

Seal casing 5 feet into bedrock.

Abandon old well or maintain it as an emergency well.

Ascertain whether Surface Water Influence needs evaluating in new well by water quality parameter analysis (i.e. oxygen deficient conditions).
