Details: | 12/11/19 – Robert Almanza with HECO called Geoff to confirm the calibration items had arrived to schedule site calibration. Calibration was scheduled to be conducted on 12/18/19. 12/18/19 – HECO Engineers conducted on-site calibration of finished water turbidimeter 1720D. Calibration was successful. While on-site, HECO discussed with Geoff additional system priorities and conducted a site tour of the water system. It was observed the two (2) steel storage reservoirs have multiple leaks due to steel/concrete corrosion. The redwood CL2 contact tank also has multiple leaks due to end-of-life service. According to Geoff, Bill Goss at OHA advised him to remove redwood CL2 tank per his site visit at City of Sumpter water treatment plant in October. Geoff mentioned the City’s most immediate needs for the water system are obtaining help to address the reservoirs’ leaks. In addition, Geoff indicated the need for help on obtaining funding for the upgrades/replacement of the redwood CL2 contact tank and installation of effluent flow meter since these items are required to conduct tracer study. Follow-Up Actions Needed: The pending support efforts are: 1. Assist Geoff in obtaining help for mitigating the two (2) storage reservoir leakages. Based on those updates, including the installation of an effluent flowmeter, begin the tracer study methodology/pre-approval plan. 2. Assist Geoff on the application for planning grants for the installation of the effluent flow meter, replacement of the CL2 contact tank, and developing a water system master plan. Also, assist with preparing the RFP/RFQ for determining which engineering firm can help with the water system master plan. 3. Assist Geoff with adhering to the rules and regulations for obtaining entities in nearby counties of different licensed individuals with water system certification. |
