| Details: | SUMMARY: unchlorinated water entered system DETAILS: On January 26th (a Saturday), Neskowin WTP produced water without disinfection for about 5 hours. Lightning had struck the treatment plant, burning up their PLC. They ran the plant in manual mode. Meanwhile, on the 26th, the chlorinator pump shut off. The analyzer continued to work, but the alarm did not, nor did the auto-shut off mechanism. Unchlorinated water entered the system for 5 hours, at 300 gpm. System demand was slow during this time, so water likely travelled to the tank first, mixing with chlorinated water. Chlorine residuals were measured all over town, and were low, but detectable in all locations. I told him it is a Tier 2 violation and that public notice is required. He was not thrilled but will do the notice within 30 days and send us a copy. ACTION NEEDED: public notice | ||
