Details: | SUMMARY: checked re: violation of non-reporting of temporary routine TC samples DETAILS: This PWS came up on a violations list for May 2008. I investigated. They had had a positive routine TC test in April, the immediate repeat tests were clean, but they should have taken 5 temporary routine coliform tests the following month - May. None were reported. Kerry Crab, the operator, said they did not take any more tests after the 4 repeats came out fine, as did the sample that Casey Lyon took during the water system survey later in April. I informed Kerry that five samples are still required the month following the positive coliform test. He did not take these 5 temporary routine tests in May, and the last time he had a positive TC test (October), he did not have to do the routines the next month because their season was over by then. I expect he did not take the 5 temp routines in May to save money, and would rather have a violation than the expense, as long as the 4 repeat samples all came out clean. After the call, I added Kerry to SDWIS as a contact on this PWS, and changed their season ending date from Sept 30 to Oct 31, as per Kerrys input. ACTION NEEDED: I am mailing Kerry a letter and materials about proper coliform testing (the "Proper Microbiological Sampling Techniques" handout, the Coliform Sampling Plan template, and a copy of the 2001 Pipeline issue about the coliform rule). I am also concerned that he appears to have taken all the repeat TC samples in April at one of the wellheads rather than in the distribution system, so the results were not very informative about water quality at the point of use. |
