Details: | SUMMARY: Non-reporting of Annual DPB DETAILS: In reponse to Violation Validation for period ending 12/31/07 [failure to sample for DPB in 2007] I contacted Bette Carter to discuss. Bette at first claimed that she had been notified that she no longer had to test for DPB in this system. In fact, she had received a letter from EPA (Wendy Marshall) stating that the system did not have to do further Initial Distribution System Evaluation testing - but clearly states that the system must to continue to monitor for TTHM and HAA5 as required by the State (see copy of letter in file). There is also a letter from Karen Kelley in the file explicitly stating that they must do 2008 DPB testing during summer of 2008. I called Bette and told her of my findings - based on a telephone call to Wendy Marshall and a review of the file - and that she is required to do annual testing for DPB - and there is no current reduction in testing option since they are a GWUDI system. I told her that the Violation would remain and that it should be noted in their yearly CCR. In addition I told her that now is a good time to do the 2008 DPB sampling since it is the warm period of the summer. She said she would arrange with the lab to do the testing asap ACTION NEEDED: Watch for submittal of 2008 DPB sample analyses. |
