Details: SUMMARY: Frozen water main DETAILS: On Tuesday 12/15 I was notified by Melissa Collier that one of Idanhas water mains, which is partially above ground, was frozen solid and six residences were not receiving water. On Monday 12/14, a blow torch was used on the main to attempt to defrost it and it broke, resulting in a "geyser" of water. They turned off the water and Emery and Sons repaired it, and when they turned it back on they realized more of the line was frozen then they thought. They predicted it would not defrost on its own for another 2-4 days. They called our office to find out what to do, but eventually decided to have Salem come the next day to install new permanent underground water lines to those homes out of water. I told them to make sure to follow the AWWA standards for installing new lines and to obtain absent coliform results before serving the water. I spoke with Melissa again on Fri 12/18 and she said they issued a two-day boil water notice Wednesday morning to those six residences, and the line started defrosting on Wednesday, so they abandoned their plan to install new lines. The line was completely defrosted yesterday. The boil water notice was supposed to end this evening, but coliform samples were not taken, so I asked Melissa to extend the notice until two coliform samples, 24 hrs apart, came back absent as per our rules and AWWA standards for repairing water mains. Greg Benthin, the DRC, will be back today to take a coliform sample. The installation of new water lines to residences in that area is still an option in the future if this happens again, but there are plans for system-wide upgrades next year. Melissa will fax a copy of the public notice to the Springfield office. I asked her to let me know the results of the coliform samples. ACTION NEEDED: Await copy of public notice and results of coliform sampling.
