Details: | SUMMARY: Operational Difficulties at Water Treatment Plant DETAILS: The City of Scappoose owns and operates a Surface Water system, which supplies approximately 5,800 people through 2,000 connections. The City treats water from multiple creek sources. In addition, water is provided through 2 wells. HBH was contacted by the City to provide assistance with a contact tracer study. When discussing the study, it was determined that a hydraulic condition at the surface water treatment plant would potentially interfere with the testing. Further investigation determined that the hydraulic condition interfered with the finish water flow meter readings. I visited site again to verify plan measurements and clear up inconsistencies. I performed hydraulic modeling on WTP finish water piping. It was discovered that a severe hydraulic jump downstream of the flow meter and leaking filter control valves are causing problems with the meter hydraulics. Other problems may exist. ACTION NEEDED: Follow up with the City regarding possible improvements to remedy flow meter problem. |
