Details: SUMMARY: Engineer performed demand test on system and pump test on well DETAILS: Several people were present for the water system demand flow testing: Brad Crement & Brad Carr of HBH Engineering, Bill & Silvia Bush of North Hill Water Co., Butch Dixon plumbing contractor, and 2 representatives of Knerr Construction. The initial pressure in the system was 80 psi, and after approximately 10 sprinklers and other service taps were turned on, the main pressure at the end of the 4 inch line was 62 psi. The pressure dropped to 28 psi at a home on the end of the line with ~200 feet of 3/4 inch service line. A pump test was done on the well and it pumped at a rate of ~200 gpm. Mr. & Mrs. Bush are very adamant that the engineer did not meet their request to maintain the maximum flow allowed by WRD (125 gpm), and that the supply pumps are inadequate for the summer irrigation demands. We reviewed the pressure standards-- 20 psi required in the mains by Drinking Water Regulations, and 15 psi required in homes by Plumbing Codes. Mr. & Mrs. Bush planned to contact PUC to see if that agency would require a better level of service. Otherwise, the issue will likely be resolved through legal action. The splash pad for the reservoir overflow has been installed. ACTION NEEDED: HBH Engineering to provide a written report of their findings for the flow and pressure tests.
