Details: | SUMMARY: PR 206-2009 Meeting to discuss in adequate well construction DETAILS: The recently constructed well (L102146) does not meet OWRD well construction standards and OWRD has determined that the well requires repairs. A meeting was held at the school district office to discuss options. Those present included: Pat Wallace, & assistant, well driller -- Tony Justus, Marc Norton, and Kris Byrd (by telephone) OWRD-- Bryan Rittenhouse & Roger Weiler of the school district, and Gary Burnett with DWP. OWRD contends that the well as constructed allows co-mingling of aquifers. Mr. Wallace thought that he had met ORD standards in using the split seal method that he did. Mr. Wallace proposed a solution of perforating the casing at the appropriate depth and pumping in cement grout. OWRD did not find this acceptable. Mr. Wallace questioned why the technique would be acceptable as part of the abandonment process, but is not acceptable for repair. In any case, additional work can not be done until school is out. Meanwhile, Mr. Wallace will have discussions with Kris Byrd to determine if there is an acceptable repair technique since none were proposed at the meeting. Also, the school district wants a letter from the Public Health Division to address acceptable operation procedures for the remainder of the school year. ACTION NEEDED: Patrick Wallace, well driller and Kris Byrd, OWRD to review options. Drinking Water Program staff to review operational options with school district, and send letter outlining required procedures. |
