| Details: | SUMMARY: Discussed compliance agreement DETAILS: I called Kent to discuss why the system is hesitant to sign the proposed bilateral compliance agreement for meeting the MCL for arsenic. Kent stated that the system is concerned if they commit to a deadline before having made any progress in determining a course of action, they may be punished for missing deadline for no fault of their own. I also explained to Kent that both point-of-use/point-of-entry treatment and utilizing a private well are still possibilities, and have not been taken out of consideration which appears to have been miscommunicated at some point. Kent is also concerned that there doesnt seem to be any library of information available which could help a system determine effective treatment methods. We discussed pilot studies at different systems installing treatment for arsenic, and I offered to provide him contacts for those systems, but I had to inform Kent that we do not maintain a library of pilot studies here. ACTION NEEDED: Allow the system a brief period to agree to sign the agreement, or issue an administrative order. | ||
