Details:	SUMMARY: Weekend Water Outage DETAILS: Neil Jensen from Lincoln County called earlier today to report receiving numerous calls from users of the Bear Creek WS that there was low pressure and then no water available over the weekend. Dave Leland also responded to OARS regarding a water outage over the weekend with regard to the Rose Lodge Water Co as reported in a contact report dated 9/5/10 for the Boulder Creek WS (PWS 00722). At this point it seems that the water outage problems were in the Bear Creek WS and not the Boulder Creek WS. This was verified by Neil who spoke to Martin Klinger (current DRC for both the Bear Creek WS and the Boulder Creek WS). Martin described receiving reports of low water pressure from Bear Creek WS users on Thur 9/2/10 at which time he started looking for leaks. Late Friday, he inspected the storage reservoir and found that it was empty. He also received calls on Saturday morning of water outages at service connections. Later on Saturday he inspected the wet well for the Infiltration Gallery in the Bear Creek WS and found that the pump was clogged. He repaired the pump and it was returned to service on Sunday pumping at approx. 13 gpm. Once back in service, the chlorine residual was measured at one of the users to be 2.2 ppm. Lincoln County will verify system pressure later today. ACTION NEEDED: DWP should send and review BMPs for Service Outages Due to Reduced Pressure Events to Martin Klinger. Since the water system is presumably re-pressurized, and has substantial chlorine residual, no further action is necessary at this time.
