Details: SUMMARY: Powells want out of the water business DETAILS: Mrs. Powell called and asked how they can get out of the responsibility of owning and operating their state regulated water system. ACTION NEEDED: I conferred with Chuck Michael and Scott Curry. They both said the ownership of the system would have to be legally transferred to another person or group of people.
