Details: | SUMMARY: Lead & Copper Rule Tech Assistance DETAILS: System has exceeded 90th %ile lead action level in 6/10 & 1/11 samples. DWP requested HBH for assistance. June level was 0.327 mgl and January was 0.112 mgl. System uses a blended phosphate for corrosion control treatment that was installed in mid 1990’s. AquaMag was used for many years and switched out to Carus 8100 in 8/10 after 6/10 violations. Historical regulatory documentation is incomplete as to submission and approval of treatment system. System was not conducting corrosion control monitoring until late 2010. I met with system to gather and review historical records and conducted a site visit to inspect and evaluate treatment system. I recommended that new samples be collected to evaluate treatment options. I met with Benton Co to discuss options for compliance and review county PWS files for historical information. I reviewed recent lead and copper results for specific sample sites patterns. I developed a non-chemical compliance strategy for review by County and DWP staff for approval that includes periodic flushing program to increase water usage and promote film formation on pipes as water usage is very low in the system, fixture inventory and potential fixture change out with ultra low lead fixtures. ACTION NEEDED: Meet with Scott at Benton Co on 4/4 to present strategy proposal and determine course of action that county and DWP approve.
