Details: On 11-19-20 I received an alert for an HAA5 result of 0.066 mg/l from a quarterly DBP sample taken 11-9-20 at 35530 SALAL (Sample ID 20201109017-D). The individual sample result did not result in exceeding the Maximum Contaminant Level (MCL) or Operational Evaluation Level (OEL). The HAA5 Locational Running Annual Average (LRAA) for the 4th quarter of 2020 is 0.048 mg/l and the HAA5 OEL is 0.053 mg/l, so no further action is required other than to include it in the range of results reported in the annual Consumer Confidence Report (CCR) for calendar year 2020. I called on 11/20/20 and spoke with Kirk Medina about the result and implications for the CCR. He thought that the system could make some operational changes to lower water age (e.g., maintaining a lower level in distribution reservoirs during the winter when demands are low). I let Kirk know that HAA5s have been an issue in coastal systems with membrane plants that do not coagulate and recommended he investigate the option to coagulate with ACH or PACL and to work with the membrane manufacturer (PALL Corporation) to make sure the coagulant is compatible with the membranes before making any changes. We also spoke about the possibility of sampling for TOC in one or more groundwater sources as they tend to use the groundwater sources more in the winter and historically they have had higher HAA5 in the winter. No further action required at this time other than to investigate lowering water age, disinfectant levels, or TOC.
