Details: | SUMMARY: Response to tracer study plan submitted DETAILS: The first survey of this transient surface water system conducted by state DWP staff (12/2011) turned up the significant deficiency that there was no record of a tracer study to establish the disinfection contact time achieved by this system. The system contracted with Cascade Water Works, Inc, in Salem, to conduct the tracer study. Jonathan Smith of Cascade submitted a plan on 8/10/12. I reviewed the plan and had a couple comments on the proposal (Plan Review #131-2012). Meanwhile, a workgroup within DWP has been developing criteria that would no longer require small surface water systems to conduct a tracer study if they have abundant storage versus water demand rate (i.e., estimates and past records show that they have many times over the required contact time). In an email on 8/20/12, I informed Jon Moll that the HB Van Duzer system is in that category, and so the tracer study is optional rather than required for them. I also included my comments on the proposed study plan, in case they decide to go through with it. ACTION NEEDED: Await hearing whether or not the system staff decide to conduct the tracer study. Still awaiting DWP Enforcement staff to draft the BCA giving the Van Duzer system three years to correct the significant deficiency that their membrane plant does not/cannot conduct Direct Integrity Testing (DIT) on a daily basis. |
