Details:	SUMMARY: Complaint about water survey fee. DETAILS: Mel Lay called to complain about the water survey fee. I explained that for years we did the survey for free due to federal support. Now we charge for the work to support the drinking water program. If the survey is not done, then Mel would be taking 5 samples quarterly instead of one per quarter. Understanding the fee supports the program made Mel feel better. ACTION NEEDED: none
