Details: | SUMMARY: SWTR compliance issues DETAILS: Conducted a couple site visits to determine SWTR compliance on 8/27 and 9/18/13. SWTR monthly reports have not been submitted for 2013, struggling to achieve compliance the last couple years since American Land and Leisure has managed these campgrounds. Apparently nobody at either USFS or AL& L knows what they should be doing to provide save drinking water and be in compliance. Met with Karl and 10 other American Land and Leisure employees from around the area to educate them regarding SWTR compliance. We calibrated pH meters, changed the cartridge filters, discussed proper turbidity collection locations and pressure reading locations. We determined the chlorine feed pump is not working, it has a seal leak, no chlorine was observed in the finished water. Issued tier 1 boil water public notice on 9/19/13 for zero chlorine. Camp host is currenty having to manually add chlorine in the storage until parts come in for chlorinator feed pump. ACTION NEEDED: Post tier 1 Boil water public notice until a good chlorine residual is achieved and correct a long list of deficiencies summarized in an email to Karl on 9/4/13. List of deficiencies includes chlorine feed pump not working, no turbidity calibration standards, no pH standards, collecting turbidity, pH, temperature and chlorine residual from wrong location, no O & M manual, no ERP, no coliform sampling plan, tracer study unable to locate. Not collecting daily water quality readings as required. Submit SWTR monthly when operating. USFS needs to train concessionaires appropriately so this does not happen again. DWS may arrange a pre-opening refresher in spring/early summer 2014. |
