Details: | SUMMARY: Astoria Issued Tier 2 Notice for Not Meeting CT 9/8/13 DETAILS: I received a voice mail from Ken Nelson with Astoria on 9/9/13 regarding a loss of entry point chlorine residual for approximately 20 minutes beginning at around 6:30 am on 9/8/13. Ken had previously spoken with Joe Carlson with DWS on 9/8/13 who indicated that a boil water notice was not needed, given the flushing and sampling they had done and that I would call him back. I called Ken back and we discussed the timeline of events. The cause of the event was an error in switching out the gas chlorination system, which resulted in the gas chlorine tank being emptied. Low chlorine alarms alerted Astoria staff to the event, who then began flushing and checking residuals to try and isolate the slug of unchlorinated water. It was determined that the slug of unchlorinated water was flushed out of the system just after the 1st master meter for Olney-Walluski. Unchlorinated water likely entered the Burnside Water Association system, whos operator had also flushed and checked residuals on 9/8/13. Some of the unchlorinated water also entered the Olney-Walluski system. No coliform samples taken for Astoria on 9/11/13, Olney-Walluski on 9/11/13 or Burnside on 10/2/13 showed the presence of coliform bacteria. ACTION NEEDED: Astoria mailed a Tier 2 notice for failing to meet CT at all times to the Olney-Walluski Water and Burnside Water Associations on 9/19/13, who then mailed a Tier 2 notice to their customers on 9/24/13 and 10/1/13, respectively. | ||
