Details:	SUMMARY: Low chlorine residual in tank DETAILS: Matt Johnson called to report a drastic drop in chlorine residual in their back tank. The tank was isolated, but they City is unable to drain it and refill due to a tank drain valve that had broken in the closed position. Matt said he had contacted HBH consulting engineers for assistance, but they were unable to offer assistance until Tuesday. Matt said that the tank would remain off-line and that he thought it would not impact fire storage. He thought the low chlorine residual was due to poor turnover in the tank and a high water temperature of 22 deg C. ACTION NEEDED: City to keep back tank out of service and investigate ways to drain the tank full of dechlorinated water, fix the broken tank drain valve, and improve mixing in the tank.
