Details: I called Shannon Tice to discuss the string of recent violations for exceeding the arsenic MCL. Previous contact reports have indicated sample results were not representative of water delivered to customers but the situation remains unresolved. Shannon confirmed that prior to September 2020, water from the Robinette ASR well was blended with water from other wells before being sent to distribution. This contradicts reported arsenic results suggesting water from the Robinette well enters distribution without blending. Shannon also stated that prior to September 2020, water from the Robinette well was blended with water from the Millard wells and found to have arsenic concentrations below the MCL before being sent to distribution. Shannon stated that, beginning in September 2020, the Robinette well was removed from service because blended water exceeded the arsenic MCL. Sample results continue to be reported showing the Robinette well is active and that samples are collected reflecting water delivered to distribution, which Shannon said is not the case. I plan to reject violations after September 2020 after receiving a written statement confirming this information and an updated schematic showing water from the Robinette well flows through the entry point facility for the Millard wells. Operator Robert Trotter clarified that Robinette well water blends in a reservoir before entering distribution but the configuration of the reservoir's inflow and outflow makes determining blended arsenic concentration difficult. He confirmed that the Robinette well has been pumped to waste since at least December 2020 and likely earlier and he will verify the date after reviewing operating records.
